Garland Transit, GP&L Power, and PGBT Tolls

Garland sits northeast of Dallas, with I-635 cutting across the southwest corner, PGBT arcing north toward Plano and Richardson, and SH-78 running the central spine into the downtown core. Those three corridors cover most of the commute traffic the city generates.

DART serves Garland through the Blue Line, which terminates at Downtown Garland Station. Forest/Jupiter Station and LBJ/Skillman Station sit on the western edge, putting the system within reach of renters in the Jupiter and Arapaho corridors. Garland is a DART member city with real bus coverage; transit is a workable option here, not a fallback.

Two costs do not appear in any listing but belong in your monthly total before you sign. First: PGBT tolls. If your workplace is at Texas Instruments in Richardson, the Telecom Corridor, or Legacy West in Plano, the tollway is the practical route and the monthly amount adds up. Estimate your weekly trips against the current per-trip rate before committing to an address on the west side of the city. Second: electricity. Garland Power & Light is the municipally owned utility. There is no retail electric provider to shop on Power to Choose, no Electricity Facts Label to compare, and no early termination fee on an electricity contract. Moving here from Oncor territory means you are simply a GP&L customer at that address and bring no provider with you.

Garland Rental Stock: Firewheel to Broadway

Garland's rental market segments clearly by corridor. The Firewheel area and northern edge carry newer construction, including mid-2000s and later garden communities and build-to-rent product on the east side. Lease-up buildings near Firewheel run the deepest concessions, and the daily-rate math applies the same as anywhere in the metro: effective rent is the concession value subtracted at the daily rate, not a month off the headline.

The bulk of the city's apartment supply is 1990s and early-2000s garden apartments spread across the north and east, with carport parking, community pools, and on-site laundry. Companies including Greystar, RPM Living, and Highmark Residential manage much of this stock, with defined income multiples and credit thresholds.

The Broadway, Jupiter, and Kingsley corridors carry older stock, two- and three-story walkups from the 1970s and 1980s, where the most consistent credit and rental-history flexibility exists in the city. A broken lease with solid income, a bad credit score, or an eviction record often clears through a larger deposit. Ask the HVAC question before any summer tour of an older building: window units and aging chiller systems still appear in this stock, and the energy cost on your own meter differs materially from a building that bills HVAC through a flat charge.

Single-family and duplex rentals make up a real share of the market, listed by individual owners. These screen case by case, set their own pet and parking terms, and carry three-bedroom and four-bedroom availability in volume that most central Dallas submarkets cannot match.

Is this address in Garland ISD or Richardson ISD?

Garland ISD serves most of the city and also covers Rowlett and Sachse. Parts of west Garland fall in Richardson ISD. The boundary is not visible from the street or from any building's marketing materials. Look up the specific address on both district boundary tools before committing to any address where the school assignment matters. We confirm the district at intake so it is on the list before you tour, not an open question after.

What will PGBT tolls actually cost me per month?

The monthly amount depends on your specific commute origin, destination, and how many days per week you drive. As a rough benchmark, five round trips per week on a typical PGBT segment runs $80 to $120 a month at 2026 TxTag rates. If you commute to Plano, Richardson, or Legacy West regularly, add that line to your true monthly cost before you commit to an address. Do older apartments here use window units or central air?

It depends on the building's vintage and corridor. Newer construction near Firewheel and the northern edge runs individual in-unit systems. Older buildings along Broadway, Jupiter, and Kingsley sometimes run window units or aging chiller systems, particularly in two-story walkups from the 1970s and early 1980s. Ask specifically what the air conditioning system is and how it is billed before a summer showing.
